Administered as a sovereign neutral state for about 100 years (ending in 1919) they established Esperanto as their official language (although many of the population struggled with this). It was, more or less, administered by the Vieille Montagne Zinc Company, which was a Belgian mining firm. The same firm also had mines in Westmorland and were active in the area where I live. Went to Alte Moresnet (now in the small German speaking part of Belgium) a few months ago to their mining museum. Take it away.
