The Carta del Lavoro (etymologically a charter for golden toilets?) was a piece of legislation to do with outlawing public enterprise unless private enterprise was failing or it was otherwise in the state's interest. It was about keeping Il Duce's rich backers in the North happy (of course Thatcher wasn't a Fascist :emoticon-0138-think) at the expense of the workers in the South. There were union rules, too. Employers had to employ those who were deemed to be official members of their trade. Now, here's the tenuous bit. ;):
(Adopt 'Dud' voice now) Well, you see, Pete, despite Thor wielding his mighty Mjöllnir (vat's ver name of 'is 'ammer), he wasn't an official member of a trade, or a member of the Fascist party, which would also have got 'im a job, and he symbolised collective strengf, so 'e was in the what-you-call-it in terms of employment and farned 'imself on the Ol' King Cole for the 1930s.

Good try Andy, but not quite there yet.
 
A couple of clues needed ? Had Mussolini's legislation stood for all time then it would have been very expensive for the Egyptian Pharao Cephranes, also, the course of horse racing history could have been different.

Sounds like you've got it Yorkie. Mussolini introduced a goat tax in 1927, as a means of working against land erosion in the south of Italy, however, it was deeply resented there because many had based their livelihood on them. Thor's charriot was pulled by 2 goats called Tanngrisner (Teeth barer) and Tanngnjostr (teeth grinder). Many famous racehorses have had good friendships to goats - including Red Rum, who wouldn't enter a horsebox without one. Over to you.
