It's an analogy. Europe has been having their fun with Africa for years, and now we've realised they're fairly screwed up as a result, it's a bit of a dick move just to disappear off into the sunset, giving them the old two fingers over our shoulder.
I would suggest that people with special needs children would be much more sympathetic with the situation the people of Africa find themselves in. Also, his comment about not wanting to help the African people because they couldn't help us back was ridiculous, it's the same as saying he wouldn't want anybody to help his own son, as he isn't in a position to help anybody back with his unfortunate condition.

Well I've got a kid with special needs, and I've found that if anything, it makes me less sympathetic with other people, and more inclined to be selfish towards my own family. The way I see it is that I've got enough on my own plate without trying to help others. Charity begins at home I suppose.

Fair enough mate, I can't tell you how it feels from a personal point of view, as I've never experienced it myself, but look at the rest of the post, would you begrudge people who are struggling for food in Africa purely because they wouldn't be able to help us back when needed?
