I have tried to send a message to someone but it just keeps saying "has exceeded their stored private messages quota and cannot accept further messages until they clear some space"
Do you get a notification when you have exceeded your quota?

Yes usually. Usually when your inbox is full and someone tries sending you a pm a thread will appear on the board along the lines of

FAO person

Clear yer ferking inbox yer scurvy little runt.
