I would hope so, maybe a suspended points reduction, so the club aren't punished but they are punished, if ya know what I mean
Really the only possibility of action is to look back at the seasons in particular and see what chelsea won and strip the title and leave them vacant. Unfortunately if individuals break laws/rules in the process of running a club, it's the club that is punished because it was the club that gained the advantages by the rule breaking. (Owners also gain obviously). In Everton's case, their accountants quit over the 'irregularities' so the club was well aware that something wasn't right but went along with it anyway.
