Depends on what Russia does I guess. If Ukraine ceases to exist and becomes a province of Russia maybe not... But if Ukraine has a new puppet government like much of Eastern Europe during the cold war, then I guess they would still compete. (Countries with Russian Puppet governments in Eastern Europe competed during the cold war).
You probably could have said that in 2014-2019 but not now. The current government was installed by democratic elections.
Apparently Souness said before the Scotland game that Ukraine should be given a place in the WC regardless. Not sure how that would have worked solely based on numbers. It's not going to happen anyway but what do people think about the idea?
