36 teams over two leagues, not one. I've read 20 in first league but also 18 in a second league so it's either 20 + 16 or 18 x 2. The five home and five away will be seeded to ensure the top clubs are protected and only face the lower clubs in the league format, thus ensuring (as much as possible) their safe passage to the next round.
