Ambitious plans to redevelop ‘Historic Dock Quarter of St Andrew's’ in Hull

PLANS have been revealed today to kick-start the redevelopment of the remains of St Andrew's Dock in Hull.

The former home of the world's largest deep-water fishing fleet has been derelict for 40 years.

Now, a businessman who owns a large area of the abandoned dock says he is keen to start work on an ambitious facelift of the waterfront site.

Veterinary surgeon John Levison owns most of the land apart from the derelict Lord Line trawler office, the old pump house and the nearby former Sea Fish Authority building.

He is working with Hull-based commercial design consultant Andrew Fenton on options for the site, including a focus on businesses and tourism.

One option being considered is refilling the currently silted-up dock with water.

As a first step, they are looking to create a new historical feature on the site reflecting the city's fishing heritage called The Last Trip.

It will be followed by phased development around the edge of the dock.

Mr Levison said: "I am fully committed to focusing on a suitable scheme the city will be proud of.

"I hope it will be a real testament that captures all the historic values of the former fish dock and the industry that took so many lives.

    "Let's do them proud."

About 6,000 men who sailed from the dock during the last century died at sea.

Separate proposals for a memorial by the fishing heritage group Stand at a site on the nearby St Andrew's Quay retail park have stalled despite receiving planning approval earlier this year.

Mr Fenton said: "We are both determined to give this a real go.

"The dock has been left to rot for too long and it's time to put that right.

"We are currently talking to a number of potential development partners to explore what options are available.

"The one thing we are both determined to see is the heritage of the dock being reflected in whatever comes forward.

"The recent sight of so many people in Hessle Road attending the official unveiling of the seats commemorating the three trawlers that went down in the winter of 1968 and the women from Hull who subsequently campaigned for better safety really underlined the depth of feeling there still is out there for the fishing industry.

"A redeveloped dock would be a final fitting tribute to everyone who worked in the industry."

Mr Fenton said the idea of the historical feature was to declare a "statement of intent" for the remainder of the dock.

If given the go-ahead, it would be placed on land close to Mr Chu's China Palace restaurant.

Mr Levison, who founded the Swanbridge veterinary practice near Swanland, has owned the dockland site for just over two years.

Under the plans, the area will be rebranded as the Historic Dock Quarter of St Andrew's with the long-term aim of mirroring the original design style of some of the now lost dockside buildings.

Mr Fenton said: "The city council has been very supportive in our efforts to find the right solutions for the use of this area.

"Both the council and ourselves have agreed the ideal option would be to bring the dock back to a water-filled condition with just the outer perimeter being developed.

"This would allow it to be developed both for business and tourism with a fishing heritage theme.

"It's not going to happen overnight but we are both confident it will become a reality over the next few years."

Sounds a promising project, but now I know why my Vet bills were so high.

For anyone who hasn't seen them before, these are the plans for the Heritage Dock scheme at St Andrews...

    http://www.hullnow.co.uk/concepts/heritage-dock

It would be a brilliant development, but unfortunately I don't know how practical it really is and any development is still dependent on Manor Properties developing their part of the site(and it's the most significant part).

Having spend most of my working life on the fish dock, it would certainly gladden my heart to see a project like this come to fruition.

There's another building I'm surprised has take so long to be developed, the old Blundell Street School...

It's just off Beverley Road, close to the city centre, you'd think it was a good development site. It got planning permission for conversion to flats years ago, along with permission to build 56 new flats in the grounds. It's on the council's 'at risk' register, it belongs to Raj Kanadia, an Isle of Man based developer.

    Oh dear.

The words 'dependent' and 'Manor Properties' do not sit well together.

No it wasn't it was on Brunswick Ave.

Historical Background: The Hull College of Commerce formed in 1936 from the Technical College. To ease pressure on the Technical College some of its departments were detached and made autonomous, and in 1936 the Hull College began to provide full-time day courses. It shared its building with the High School of Commerce on Brunswick Avenue. The building had originally opened in 1896 as the Central Grade Higher School, that moved in 1920 to Cottingham Road to become Newland High School.

I went to the college at the bottom of Queens Gardens in 1969 and I'm sure that was called College of Commerce.

The College Of Commerce was the original name for the building that is directly oposite the old Queens Gardens Police Station and is now called the Wilberforce Block within the College itself. I was an apprentice on the building of the block back in 1967/8 for a company called Shepherds Construction of York. Before alterations took place there was a long linking corridor from the main Hull College building to the Wilberforce Block. And further more if my memory serves me right back in 1967/8 we had to stop building altogether as a digger dug up some bones so the Police got involved. Don't quote me on this but the story went that the bones were in the area of a future car park for the College so had to be re-burried. But the story also went on to say that the graveyard was the burial place for convicted criminals who were hung near to where the Wilberforce Monument is today, but I stress that is only a story going round at the time I have no proof it was true.

I went to Brunny Ave College of Commerce from 1966 - 1968. Think OLM's pic is of that building (but not sure as I think there was a school next to it and it may be of that building?).

Also on that site was an old school developed and modified into Hull School of Architecture (which later became a faculty of Humberside University - before the city lost that latter, which moved to Lincoln).

That building was built to replace the Bev. Road building in 68/69.

An interesting fact about the Q.G. building is that - as it was built on the busy corner by George Street - the library was built without windows (lest students be distracted by 'boom-town traffic'). The roar of the air-conditioning was even more distracting! <laugh>
