There is defo a jaccuzzi at the Grand and it's known for Stag and Hen parties. Handy for Wind Street too (unlike Mumbles). Isn't the cheapest option te Premier Inn on Wind Street? Can't get handier. This place has got rooms: http://bit.ly/LIR5Z1

Stay at the Morgans. They have deep older style bath tubs. Fill them up. Eat a done of beans and fart a lot - voila Welsh Jacuzzi.
Jack ash, i wouldnt stay in the B&B on oystermouth road unless you have recently been let out of HMP establishment or are homeless
