I expect to a certain degree that the PCC have their hands tied by central governments cost saving policies.....and have to abide by the controls put on them. Punchdrunk had his IP address blocked by Admin as he had previously been deleted under the username "Scunner Cambell", he was then banned as "Punchdrunk" but had his IP address blocked as he then reinvented himself as HairyK .... somebody who obviously has "Complex Needs " ..... instead of coming on here he would be better of booking an appointment at the Doctors !

I think the fact that these people keep coming back says a lot about the client list on certain sites. I see a user name at the bottom of this page Frank Bullitt. You banned me through my IP address from ATD when I had done nothing to break any of your rules. I deleted a user account and did not re-register yet find I can no longer even look at the site even though I had not joined. You had your warning about Punchdrunk when he went to town and abused his position yet re-instated him. You know damn well he is trying to disrupt this site yet seem to do nothing about it. No doubt some of your other idiots applaud. I used to have at least some respect for a few over there yourself and Mouldy being two. Sorry but that respect has walked and you all just show yourselves to be as bad as one another. You probably have my email address from your records. Suggest we get back on topic. There is no way on this Earth that Brent will be liable for repayment of this loan. When has he ever shown any inclination to put his hand in his very deep pocket for anything. He didn't even do that when he reluctantly became the new owner. There is only one pot of money Plym even though politicians try to pretend there are lots of different ones. It is the money they get from taxing the citizens of Cities and districts and any subsidies they may get from Central Government after they have taxed the citizens of the Country. It is down to Councillors how this money is spent after providing for the things they are forced to by law. The Government decided to penalise any Council that puts up it's taxes by more than a small percentage in that they would take away more than they gained. As Lyndhurst has said it is more than likely a rule that they have to hold a certain amount in reserve and that is where this money will come from. He is also probably right in saying it is not being disposed of permanently and is a repayable loan so doesn't fall foul of their financial rules. My argument though is that a reserve account is usually for a rainy day in normal finances. Just having it there is pointless unless there is a purpose for it because it just becomes a dead amount otherwise. I accept the Country was in dire straights financially and had to cut it's cloth accordingly. This for me is where reserves come in and at least some of it should be spent on essential services such as disablility provision. I remember as a kid my parents having to cope with a dying son for 3 years without there ever being any respite from it. There was no such thing as respite in those days and you were just expected to get on with it whatever the hardship. It isn't just a desirable thing it is essential in my book. If they can loan money to a football club then they can keep day care places open and respite centres. It is a no brainer as far as I'm concerned and it just looks wrong in so many ways for them not to.
Well said Sensible, I am witnessing first hand how the services being cut are affecting the people who need the help most .... I know for a fact Joe has had to fight every inch of the way for the little help he gets .... think I remember reading awhile back that the council had 2 million in reserve, I know they lost money when the banks screwed up but it isn't the vulnerable people's fault, but they seem to be taking the brunt of the cuts !
Some things just never make sense to me. I can understand to a certain extent means testing. No matter how vulnerable somebody is, if they and their closest have means then they should do some things to help themselves. I emphasise some things but not everything. In a lot of cases you have to have the right disability to even qualify for any help at all. My wife has macular degeneration of the kind that can't be cured by any treatment or operation. Currently she is having injections in her eye to try to stop a bleed that will reduce her sight even further. She can get nothing at all from anywhere and pretty much has to lose all of her sight to qualify as disabled. She can't read a lot of prices on a shop shelf but isn't blind enough. A woman down the road has a daughter with autism. Mild autism at that and she spends lots of time out on her own. She has a carer to assist and a mobility car her mother drives her around in. Not saying she shouldn't get some help but why one and not the other is the no sense thing. I can manage any extra costs myself so my point isn't pleading we should be thrown money it is differences on how money is spent. So much makes no sense at all.
