Nobody has the right to park on the road outside their own home, although we fully sympathise with the desire to do so. In this respect local residents have no more legal rights than any other motorist whose vehicle is legally roadworthy.
http://news.bbc.co.uk/1/hi/magazine/5271874.stm When it comes to the highways, any device classed as a motor vehicle can only be legally driven by someone in possession of a driver's licence, road tax and insurance. So to summarise cars have no legal right to use any highway except under licence (VED) and then have no legal right to stop and park on the highway. It is accepted that Highways law is a mish mash of legislation but that is the current position. Whether you accept it or not is another matter. Time to move on.
