I think it is just more likely that when you live somewhere that it only rains a few months a year that a high pressure system like we have can simply cause all the rain to move somewhere else (Oregon in this case). America is just different. Carrying a gun that is visible is perfectly legal, having a gun people cant see normally requires a permit. Lots and lots of people have guns on them.
