More clues: precede Strasbourg with Lincoln, Tallinn and Stralsund (In that order) and add Oklahoma City after New York. There is still one missing (Between Hamburg and Cologne).
Absolutely correct sb. it is a chronology of the locations of the tallest man made structures in the World. The Cathedral in Rouen replaced the Nikoliskirche in Hamburg and was in turn replaced by Cologne Cathedral - the first non religious building to top the list was the Washington Tower in 1884.
