I've just zoomed in on those two counties and don't think they touch. Zambia and Botswana do though, just, so I'll go with those?

Use Google maps and zoom in where Zambia, Botswana, Namibia, and Zimbabwe meet. There's a town named Kazungula on the Zambezi, where there is a tiny border.

Actually it’s the same on Apple maps, my own urge to beat you to the answer made me fail to zoom sufficiently and take a hasty conclusion. That’ll teach me.
