I see Andre Villas-Boas would like the big clubs to be allowed to play in the lower leagues. I think it should be allowed (indeed it already is).
Chelsea etc could form new clubs (e.g. Chelsea Lions AFC ) which would have to start in the lowest non-league (just like AFC Wimbledon and FC United did).
Andre can then play his youth/reserves under the same rules as eveyone else.
This would mean under the current loan restrictions as all other clubs. This will mean that they lose some players for a season to their B teams (no swapping every week like he would like!).
