No, it's not the same because it is not random nor arbitrary. If you do not do drugs (or deal them) then your chances of being a victim of gun violence are quite low.
That is not a good analogy because Islamic terrorism can strike anyone. Drug-related violence in America is primarily "internal," such that those do neither do drugs nor deal them are rarely the targets of violence.
