Leave means leave is as meaningless as Brexit means Brexit as it fails to define how to leave. There are many ways of leaving. If I moved out of my house to rent it out would I leave my furniture - possibly yes. If I left my house because I'd sold it with agreement to leave some fixture and fittings would I leave my furniture - possibly yes.
Leave means whatever the government decide the best way of leaving is,but the leave bit is fixed. We can work out the best way to leave,but all options will be leave.

The leave bit is very, very likely but it's not fixed. The referendum was 'technically and legally' advisory so if the government decided to withdraw Article 50 (and that is legally debatable either way) then it would not be fixed. Now politically that is very unlikely but again if public opinion moved substantially towards remaining (which it hasn't) then leaving would not be fixed. What is likely is that we have a transition period where we will 'leave' (and no longer have voting rights but will continue to pay whilst we further decide how (and if we really want to leave).
