Personally I think Liverpool must get back into Champions League in order to to be competitive long term, a couple more seasons of no champion league and you will be 10 yrs away from winning premiership. For me the prem is now two lots of three aiming for champs league. Chelsea, Utd and City will be in top three, Arsenal, spurs and liverpool other three aiming for final place. I think you guys will get fourth providing Suarez doesnt go to Arsenal. Spurs will be losing a major force and have to reshuffle to accomodate for losing Bale, Arsenal need a striker. Liverpool looked solid at end of season, and with or without Suarez I think they will push on (if Suarez goes BR will find a decent replacement, plus Sturridge and Ipas will score plenty).
Very optimistic comments Personally, if Spurs lose Bale, they will receive £80m and that will buy them 4 top class players. That one sale could seriously shape them up. We always think Arsenal are going to fail despite their slow starts but Wenger is a top class manager. I agree re. the importance of CL football. It's a shame that merely qualifying for a competition is better than winning other competitions such as FA Cup and League Cup. But as you say, consistent qualification of CL should (in theory) allow you to build a better squad whilst generating more revenue (although Arsenal sort of disprove this theory).
I wouldn't imagine they ever sit down with the intention of drawing up a budget. I would imagine it is what it is and we spend what we can afford
