0.9 good signings per window (even allowing Monreal and pretending Matic's 2nd season didn't happen) certainly shows something.
Sure there are other good signings.... those were from the top of my head. i'm sure the signings in january that are counted as successes probably equal the ones in summer if you go for a ratio of good/normal/****

Am I to assume from this that you have decided Klopp is at least as good as Rodgers? You have made some very valid points though, seeing them laid out like that makes me wonder, if Klopp dosent get you into the top 2 is he the massive failure you predicted?
Not even that confident. I said 6th at the beginning of last season, and up to us putting out the youth team for several league matches in the latter half of the season I'd have said that was a decent call. I'll say seventh next season, which will be good enough for EL football the next year. I think the league will be between City and Spurs, should they not lose any players. I don't think Leiceater will win the league agin, but I think they'll make a better fist of top four than us. Everton and Koeman? Great manager and he'll have money. Can he persuade Stones and Barklay to stay? No matter who he buys, that's the key. West Ham? Again, I think they'll finish higher than us if Payet stays. Looking forward to next season - but I don't have any expectations. Really, really disappointed that we're not even in the EL. I know we had to do what we could for the possible CL place, but for want of three points, thereabouts, we should easily have finished higher than eighth, easily.
You all must have missed the memo, now Everton have Koeman they are the biggest team in the world, and will stroll to the title. No one else has a chance. Klopp will bring in his own players, no European football, more time to implement his methods, I am optimistic for next season.
