I honestly think that they are paying for the way that Levy has ran them in the last few years. The squad needed freshening up, but he's never released enough funds to do it. Pocchitino wanted to do it, Mourihno wanted to do, it but neither were given the opportunity. I know they had problems with the stadium build and are paying for building it, but it seems that it's been a make do and mend approach to the squad, relying on what's there already being good enough with the odd addition. Considering they were premier League runners up in 2016 and champions league finalists in 2019, they've never built on that to become regular challengers, and now have been caught and passed by Arsenal, Man U, City (and probably the mags), with Fulham and Brighton breathing down their necks.
