Considering the draw is next month (so that fixtures can be negotiated and arranged in time for autumn), deciding seedings 4.5 months after the draw is made would be somewhat problematic...
The draw should be after the World Cup as well... They don't need to have the Autumn internationals - just get rid of the winter friendlies and start qualification in their place. Do the draw the week following the World Cup. That would give them at least three months to sort out fixtures. Surely it can't be that bloody hard for a dictatorship such as FIFA to get it done? Oh wait.
You mean Uefa, surely? They need a lot more than three months. After a draw is made, the 'negotiating' (ie squabbling) between nations over fixture dates begins, and that can take ages.
