There's a larger allocation for cup games, so not all normal home seats are available and never were.
It is 10%. Man City got 7,500 for their game compared to the 9,500 tickets teams get for FA Cup games. Chelsea complained that because of seating restrictions due to segregation they got nearly 600 lesss than the 10% of capacity they were entitled to. They lost their appeal.
It is up to 15% for the FA Cup but 10% for the EFL Cup. Clubs can give more if they wish but City have announced they aren't.
It seems it is 10%, they've reduced it ahead of this season, so everyone can have their existing seats. Unless the owners **** off, we'll never sell 22,000 tickets.

You didn't word it very well. They in that post refers to the EFL, in this post it refers to the Allams. The first post declaring so everyone could keep their seats seems as if it referred to us and was done for our benefit. A strange decision given that a lot of RFL Cup games don 't sell out and trams with good away support like Newcastle would take thousands. Their last two away games in the league they took over 5,000 rather than the less than 2,500 they would have been entitled to.
