Al qaeda exists in the mainframes of western intelligence, it simply means 'the file' and was a file of known ME terrorist groups, as the IRA trained there they also have strong links to Al qaeda but the simple fact is it's the bogeyman, used to scare people into giving up their freedoms. As a military threat they are an utter joke, the IRA were far better, almost getting Maggie. They are on par with disaffected school-kids going on rampages in American schools, which is pretty much what they are. The Paris incident is a post Australian copy-cat.

who says Al Qaeda did it? oh that's right, apparently OBL did when, despite not being able to find him and he previously denying any involvement, they managed to film him secretly, in his cave, admitting he did it.
The first mention of Al Qaeda was more than a year after 9/11.
I think they think that the major powers in the world have ridden roughshod over their race for a few centuries and now they're sensing a chance for payback.
