Word is that the rich people in La Paz live further down at about 9000ft where the air isn't as thin. That must be a unique way of selling property.
Same in Colombia - they all have weekend houses down in the jungle 2300m lower. People cycle down and back at the weekend. Freewheeling all the way down and then holding onto the back of lorries on the way back. Got up to 16000’ last time I was in Peru.
