Not most but some are. if we make mistake it's possible maybe two or three times the same mistake.im sure we will learn.the majority of these prisoners have made the same mistake scores of times and again the same mistake scores of times.they have been coming back for more than thirty years that I know.yes there is the exception where some learn that prison is not the answer.the only people you have a chance to rehabilitate is the people that make a mistake and are imprisoned for basically the first time.all prisoners have the opportunity and are offered help.
I'm not talking about the educated prisoners either mate. I don't think teaching them how to read, write and do long division would help many in the long run. Not sure how many Blakes or Turings the country needs from the prison system. I'm talking about those who don't have anything they can offer society. Some of them... Not all... Could be taught a trade and would be happy to be able to do something lower risk. That said you know the subject matter more than me so I will bow to your superior knowledge on this one.
