The other option is to say that a club can be sponsored up to the highest sponsorship amount in the league. No fancying around with historical success, European qualification etc. This will massively favour those clubs with mega rich owners & investors though as they will be able to source deals that others can't get anywhere near. Of course anchoring, if implemented, would then limit the spending power...
