It's not a surprise. Fifa are just image managing as you would expect from them, they can't laud a player who's committed the crimes he has. But given the rampant corruption and double standards of that organisation it's a but rich. But then I agree that he wasn't playing in the CL and had an appalling world cup in the end.

He "shouldn't" be on the list because he committed a serious "offence" against football and at the FIFA WC (how did FIFA word the bite at the WC??). It is a FIFA award and they cannot really give it to someone who has been so seriously punished by them.
