This is a bit tenuous but I know someone with a Peruvian wife and her brother is a big footy fan back in Peru. My mate asked him about Celi and he just didn't think he was good enough for a move to Europe. Mind you he supports Universitario's biggest rivals so that might be a bit of a bias It feels to me like Celi was a gamble that just didn't pay off.
Interesting, I must say he has had very little games time in the team, not sure of the Peru league's standard, but would have thought he would have more involvement by now. They are top of the league, so it might be that a winning team doesn't change so much, thereby limiting his involvement. I guess TWT.

True, I feel like he has played and done more this season (which granted wasn’t going to be difficult). It does seem odd that we have a player we paid a fair amount for that’s not even touched grass here in the U.K. not playing. I hope somebody from the club is in contact with him.
Wasn’t it to do with him getting a work permit? And isn’t that dependant on appearances? This has to be one of the oddest signings we’ve ever made. I don’t really see how he ever makes an appearance for us. And certainly don’t know how good (or not) he is.
We can bring him in at any time now but he has to play 30% of minutes or we get pinged for it. He doesn't seem to be rated and I don't believe we can just bring him over for a month to have a look at him without registering him. Supposedly we can take him on the pre-season tour, depending on where we go. Not sure, it's all a mess really. We can't get domestic recruitment right or recruitment Turkey where we're supposed to have good knowledge of so trying to sign players from South American leagues seems a tad unrealistic.
There were noises last pre-season or the mid-season tripe to Turkey about taking him along, so maybe this time Tim can take the chance to take a look at him.
