The only quote I could find (and this quote is as sketchy as it gets) was from the sun, which said

SPURS boss Andre Villas-Boas plans to sign just ONE striker to compete with Jermain Defoe and Harry Kane.

Kane, 19, has yet to play in the Premier League. But AVB said: “Three is enough.”

Which leads to me believe its bull, as why would they just print "Three is enough" where are the actual questions? the media are just at it!

I'm a big Bale fan and I can't believe we'd try to make him a striker--or, to put it another way, I can't believe we'd gamble our season on Bale turning into a first rate lone striker. I also can't believe we won't sign a good striker before the window closes. Levy would have spent money on a central defender, # 3 on the list of needs, and on an attacking mid, which we didn't need at all, while neglecting the position we had to fill. He'd be putting his own neck on the chopping block and lowering the axe. I think Levy likes his job, and will come up with a reasonably good striker by the end of August.

We could sell Defoe, loan Kane, and bring in three strikers - that quote lacks any form of context, so trying to build a story around it is similar to running a front page headline because David Cameron adjusted his collar.
