Yes... constantly changing managers doesn't help... although Roy, Kenny II, Houllier never looked like title winning material... maybe Kenny with time... but no number of seasons with Roy would be enough to win. Personally think Rafa could have potentially led us to a title if he didn't keep isolating key players... We've consistently had lower wages than Utd... and thus suspect have spent less overall... The real difference though, as much as it pains me, is SAF. Either lucky or has a good eye. Just for the sake of face I will say its luck.
