They are honestly like us from a decade ago. New Stadium, massive debt, quality players on short contracts. They'll cash in on what they can and try to buy cheap and promote youth.
Even cheap players are no longer that cheap. I can see Spurs going after the likes of Sessegnon, Bamba, Ward-Prowse etc once their clubs get relegated and even they’d be upwards of £25m each.
They stalled on Grealish at £25m so I don't think they'd even really have that much joy getting players in that price bracket. If the unthinkable happens and either Arsenal, Utd or both overhaul them in the league this season and they miss out of CL football next year, then that transfer pot is even smaller.

Tbf, they have the right manager for that approach; Pochettino’s teams depend on commitment and buy-in from players, and the work rate he demands means youth is mostly preferable to buying Big Time Charlies with egos to match their transfer fees. If Poch goes, that’s when the wheels fall off imo. He’s the reason for their recent success (he got a bit lucky with Harry Kane perhaps. But then Kane got lucky with Poch).
