That'd be ****ed up if they had exactly the same rating system as FIFA - however they don't, so a comparison is a waste of time (never understood the cheap shots FIFA players try to get over PES and vice versa, anyway)
Who gives a toss, the editing mode is normally good enough to make licensing not an issue (I don't actually know if it still is, not played PES for years). PES 3, 4, 5 and 6 are some of the best football games I've played and were far better than FIFA at the time, which is why I don't understand this brand loyalty "FIFA is miles better than PES" thing - it's not like it's set in stone. And even if it was, it's a pretty pathetic thing to get competitive over.
I've heard plenty of people say the graphics are better on PES, but whilst playing the game the graphics are exactly the same as Fifa, its just when it goes to the cut scenes of specific players ie. a good shot where you can actually see the players, they look remarkably like irl, which is much better than fifa. I agree there are specific game modes that are better on PES as there are with Fifa, the actual gameplay though is better on Fifa imo. I would only buy one or the other a year and for the last few years it has been Fifa! For players to be 99/98 OVR though is crazy, on PES im assuming the attributes only go up to 99 so that means he is the perfect player (Ronaldo). I remember there was outrage when Messi was 95 on Fifa12, the distance between the OVRs of Barcelon et al. and even a 4/4.5 star team makes it almost impossible against a half decent player to beat them online.
PES 4 right up to 2009 was literally my life. That was all on PS2... Moved onto Xbox just as FIFA 10 was coming out, and I think since then it's been pretty obvious which is more appealing. However I do like a lot of options on PES such as editing kits etc...
On a more positive note: FIFA is out in less than two weeks so you can try beating the top three then
Also, just been on the 'Creation Centre' and it is now updated for FIFA 13, incl. new boots etc... A lot more Addidas boots, but a lot less Nike (just one in fact). Anyway check it out

If you follow these steps you can see in detail the player ratings: 1. Go on www.EA.com 2. Sign in 3. Go on Creation Centre 4. Go down to 'More Players' 5. Click on 'Licensed Players' 6. Fill in details (e.g. BPL and Southampton) Sometimes it doesn't pop up, just keep trying! 7. View the players and their ratings. If you click directly on the player, it leads you to all their separate attributes and their position. And if I was told correctly, players with a picture are on FUT, but players without are not, but not 100% sure on that.
