    I thought he could still sign a contract, it just couldn't be registered? Pre contracts are generally an agreement toi say you will join a club at the end of your current contract?

    He'll essentially sign a pre-contract that states he'll sign a full contract when the window opens. If he fails to sign the full contract then financial penalties are incurred.
