You would need to be charged with something before you could be bailed, no? I could quite image that arresting people would be used as a (rather effective) tactic by HMRC to make the suspect's arse fall out and start pointing the finger at the real guilty parties or show the evidence they need to see. The not formally interviewing him sounds like perhaps they were more saying 'show me where the paperwork is for this deal', or 'where do you keep this bit of info'. I'm sure they asked him plenty of questions throughout the day.

Well as far as I'm aware... if you've been bailed you will need to return, so your bailed until a certain date to attend the police station (obviously court if charged). My understanding would be if you're released without charge than that's the end of the matter for the time being. If you're bailed then they're still investigating whether or not there is enough evidence to charge you with an offence. Like I say, don't quote me 100%, but that's my understanding
