Not that one. Junior Bent was 5.5 and Steve Galliers was 5.6. Whose played for City who was shorter??
 
I think Gordon Moore who made one sub appearance possibly v Swansea mid eighties is the shortest player I have seen play for City. His size is the only reason I can remember him. I can't find info on him to check his height.
