Just to expand slightly on that, the limit is two players on loan from a club under the same national association (in this case England). This slight loophole could become known as the "Watford loophole", as they have a lot of players on loan from Italy. However Fulham also utilise this, with 5 loan players in their squad (Frimpong from England, Enoh & Manolev from Holland, Urby Emanuelson from Italy and Sascha Riether from Germany).
