Loans are terminated all the time by one party or another... I think it all depends on what is written in the contract. I don't know in this case if there is or isn't a get out clause.

We need a defensive midfielder. Allen has been used in a defensive role by Rodgers just like Gerrard has... we've seen how successful both have been.
Allen is a decent backup player but not really first team quality. Even though it will still leave us low on numbers... replacing a squad player with someone that can play first team is a positive move.
We would then have two defensive first team midgieldrrs... Lucas + whoever we sign... and for a more advanced role Gerrard, Henderson... maybe Coutinho.

He got a number of admirers last season... I think some Spanish teams might still maintain interest in him.
I don't think he is terrible, just not suited to the premier league.
We probably couldn't do every suggestion I made above- I'm merely pointing out that instead of throwing in the towel and saying "sorry no money, have to be content with staying outside top 4," there are options that the club could look into to raise money for a cdm.
If we were willing to spend £10 mil on Salad, in a position we're not desperate for... there is a minimum of £10 mill in coffers... most likely more.
A payment plan, paying x amount now and x amount later could potentially be set up.
