I think I read that we have a sell-on clause at least, so maybe the club thought it was unlikely he'd ever break into our first team ahead of other young prospects such as Eisa and Hinds, but there's still the potential to reap a reward if he does go on to do well.
Yeah by the way it's worded it seems it's a hefty one too. Wouldn't surprise me if we've let him go on a free but taken a 40% sell on clause or something daft.
some of our aspiring "youth" have gone on to be quite dismal, a few have done OK who was the lad who went to Newcastle? in the main about 1 in 7 are progressive, probably of those about 1 in 7 make it? to good or better than Championship … the 3 who left in the summer, well a real mixed bag of fortune … Although Didn't BR actually get a start over Christmas?

We understand that Williams is close to joining the Robins and if it goes through this could be yet another smart signing for City. He’s a young midfielder at Everton who has been on loan at Bolton this season. His game stats are outstanding and he could really boost City’s options in the middle of the pitch. That would enable the likes of Korey Smith, Liam Walsh and Josh Brownhill to possibly play further forward if needed. Hopefully the club can get this wrapped up. Reports in Bolton say that the club had a £1m offer accepted - however it could be that the Robins loan him for the rest of the season with a pre-agreed deal to sign him in the summer if it all works out. Could be another shrewd Championship pick-up, like the Adam Webster and Jack Hunt deals have been.

Hmm - I know he was highly rated when he was younger and being part of a promoted side is encouraging, though underwhelming loans at Derby and Blackburn isn't. Maybe adding some depth in case Pack and/or Brownhill are unavailable whilst Smith and Walsh are both out?

Won't happen. If a big enough club were to come along he may well have his head turned, but otherwise he's at a club he has an affinity to where he has a lot of support in the boardroom and things are largely going quite well. It's not a terrible time to take over at Stoke as whoever takes over is likely to largely be given a free pass for the rest of this season (to a point), with a view of pushing for promotion next season, but it's always tough to take over a club that's expected to win promotion from the Championship (case in point, Steve Bruce at Villa).
