I don't know what the first bit's about (Fillon seems to be some right-wing nutter, maybe he's going to withdraw from the political race or something on Monday or Tuesday) but the second bit definitely means "Salibur should formalize his departure Monday or Tuesday. Coincidence? I don't think so."

 

I thought it was pretty much a formality, doesn't the move have the FA and French FA's backing
