Southampton have made an approach for the signing of Brazilian midfielder Wellington. Outlet UOL says Southampton are one of the clubs interested in the player. “We’re receiving many approaches for Wellington, we’ll decide soon”, said his agent Marcelo Robalino.

No. A club overseas can, but pre-contracts aren’t allowed if he’s registered to a team in the same country. Edit: of course we can talk to his agent and him about it plenty in the way that all transfers occur before bids are accepted etc. We just can’t officially sign and complete anything binding until July 1st when he becomes a free agent. If he got an attractive offer from Racing Club Minsk or what have you, he could sign that deal now and both parties would be stuck with it, no matter what occurred between now and summer.
