To be fair, as an idea it's got some merit when it comes to developing young players. Whilst there is technique in heading the ball, an awful lot of what goes into a header consists of physical jostling as the ball arrives, and this can put off even the best technique. Seeing as it takes perhaps until puberty for the physique to start properly developing, "banning" headers until the U14's would hopefully give more attention to footwork in the youngest age groups, and remove some of the demand for a player to be well-developed physically to be able to compete. I still think a heavier emphasis on futsal at youth level is a better route, but it's not a terrible idea!
