Do players who last played in England need international Clearance?

In 2007 AFC Scumbledon were deducted 18 points and thrown out of FA Trophy for fielding Jermaine Darlington. His last club was Cardiff when he retired but came out of retirement a couple of years later to play for AFC. They lost points because he didn't have international clearance,
