So he'll spend it on Spanish players. He'll have picked up more La Liga knowledge than other PL members while he was managing in Spain so will know the best bargains to have. He can use lower fees for Spanish players to his advantage.
As Dan said, that's only true if he wants to buy PL players. He can sell his players for PL prices, and sign players from abroad for deflated prices.
From his perspective and from ours. Who was amazed than Andy Carroll was bought for 40 million? Practically everyone. Who was surprised than Henderson was worth 20 million for doing so little? Practically everyone. I think that Spanish prices are deflated but I think that English prices are definitely inflated.

You're not listening. Liverpool didn't HAVE to spend that much money. It just so happens that they were stupid enough to believe that it was worthwhile. They weren't forced into spending that much, and they could have said "nope, not worth it" and bought someone else. If I offer you £40m for your toenail clippings, and you presumably say yes, does that mean the prices of your toenail clippings are inflated? No, it means I value them at £40m because I'm ******ed.
I know Liverpool don´t HAVE to spend that much money, but because they wanted him so much, they HAD to spend that much money. The point is that if Andy Carroll was in a different league that wasn´t the Prem he would be worth only half that much; for about 15 million Liverpool would have got the same player. To buy players in the prem you have to fork out amounts that don´t correspond to what you are getting.

I can assure you that if you asked the Liverpool owners the day they signed Carroll how much do you think Andy Carroll is worth, they wouldn´t have said 35 million....but they would have said that to take him away from Newcastle they would have to pay more than his actual worth because Newcastle didn´t want him to go nor did they need money. Liverpool knew they were paying over the odds but that is what you have to do in the prem these days to sign practically anyone.
Except that's not true at all, as evidenced by all the Premier League transfers that cost less than £35m! Liverpool were stupid enough to pay that much. The free market is not to blame for them being a bunch of idiots.

What's absurd is that you're essentially saying "they didn't have to, but they did have to". It is literally nonsensical.
Don't forget that Liverpool found themselves losing their striker and gaining a huge amount of money with a few hours until the transfer deadline, so they were pressed into quick action. What should have happened next is someone said "look, we're not going down and probably not getting into Europe, let's get a proven striker in for a few million or on loan, stick with Suarez and sit on the cash until Summer". Unfortunately for them, someone completely lost the plot and they blew two thirds of the best thing to ever happen to their club.
