Actually, they are. Nearly all clubs nowadays use the FM database for scouting, it probably doesn't have a massive bearing on the final say, but it does feature a lot. The database that FM uses has literally every professional (and most non pro) player in the world on it, they'd be foolish not to utilise it.
Well put it this way, the stats are ultimately decided by the game's developers. However, SI actually have every player scouted so that they can get the most accurate in-game stats and use club scouting reports to ensure a realistic in game experience. Danny is pretty good, but as with every player in Russia, he's massively over-priced.

22 first team appearances, 2 goals in the league, he's also scored once in the Irish cup and played in Europe last year. 6ft 2 and a bit and he's very highly rated, apparently his fitness and strength really impressed the coaching staff.
still find it a bit strange now the development squad get a multi million pound "Bishop Burton" while the first team get a glorified cow barn in cottingham, should be the other way round
