Our Chinese friends would have it up and built in 2 weeks....Here they find a pond with newts or a bat in the belfry, and six months later they're still arguing about it. When a Japanese road bridge collapsed due to an earthquake they had it repaired in three months. Here it would take three years of bickering about who owns it. Little wonder this country is way behind the rest of the world on most things. Sad really.
