Because those things have a max speed of 5mph and weigh about 60kg. Even if you were to hit someone with it, the buggy would sustain more damage than the person
Cars weigh a ton and and can go 160mph, a bit more dangerous.

 

You’d get done for it over here, for sure. It’s a €500 fine for cycling while pissed.

You could still do some serious damage to an old person if you rammed em full bore with one of those things.

Just googled it and Drink driving laws apply to mobility scooters as well.
The reason they probably dont get caught is because traffic cops dont police the pavements and foot patrols dont carry breathalisers

 

I'm not surprised they have penalties for such things in Spain...all you see is little scooters flying around and bikes galore

 

Basically, if you’re pissed in charge of anything that moves you’ll get done if they catch you.

 

So if you’re going to run someone over, do it on the pavement.

That's completely different, he was in control of a vehicle which isn't allowed on a motorway, much like when Stirling Moss got done for riding a scooter on a motorway.
