It should be made a serious offence to abuse it, and ultimately any deliberate abuse by the fans should result in a fine for the club. Just like if they were throwing coins or something. It should be a privilege the home team have to use to their advantage (by taking quick throws etc.), but if they start ****ing about with it, stop it, stop it at their ground indefinitely, fine them, deduct points I don't give a ****. Just do something that makes cheating not an option. Then it won't be a problem.
