The OSC poll was indeed done via e-mail, but it wasn't a separate e-mail for the poll. It was buried inside a monthly news e-mail. Most people won't have even read it. Some people said they did read the e-mail but still weren't aware of the poll. It was poorly done. I have to disagree with what you say about assuming people who didn't vote have a certain view. You can only include those who do vote. If you have a 'not bothered option' then the people who choose that option are the 'not bothered' ones. People who don't vote aren't represented.
