I imagine City were prepared and knew AH was going to have to go to Japan and then Italy to sort it out. There was probably just a random hiccup or delay along the line somewhere. Also, in regards to your comment about baseball, Here's an excerpt from the New York Times that claims most of these delays are because of criminal records: It seems in baseball that delays are a product of extensive medical tests and probably racism.
