Apparently imitation is not the sincerest form of flattery. If you went to a fancy dress as a Harlem Globetrotter and you were white people would more than likely ask you why you weren't black. Same as if you dressed as a woman and said you were Diane Abbott, without the face make-up you'd just be a bloke in a dress. The 'joke' was meant to be that Diane Abbott was holding up a card with 190 instead of 180. Perhaps this was a reference to her many blunders on Police numbers and funding. Or not.
